Answering questions is not something easy. Different people analyse questions differently.
Q: Do you know how to do something?
Now its up to the person to answer. He or she may think of questions differently from the person who asked the question. Maybe in truth it is yes, but just because the person has no confidence in the subject in matter,he or she may say no. It's that simple. Of course, better answers than "I can't do!" could be "I can't do some of the questions." or "I am not quite sure about something." or anything else. It is not that you can't do any of the questions right? Sometimes it sounds really fake.

hey GD nice one! the guy/ lady could learn some proper term to express her thought. Not that we are saying anything but despite what he / she said, the fact ie. the result speaks otherwise. It's like a pianist who says he / she dunno how to play piano while he / she is playing.
